Anini battles aftermath of devastating floods
ANINI, May 28: It’s almost two months since Anini, the district headquarter of Dibang Valley got cut off from rest of the country. Despite efforts from govt, the situation isn’t improving but only deteriorating day by day.
“We are receiving fresh reports of dysentery spreading to villages”, says Rajiv Mihu, Secretary of All Idu Mishmi Students Union (AIMSU). “Many helpless villagers keep calling us for help but we are unable to respond to their call instantly.”
“It pains to know that our people in villages are now surviving on tree roots”.
Alarmed at the situation getting worse, a team of student delegate led by Mihu met Rajya Sabha MP Mukut Mithi and called for intervention.
Mithi reportedly called up Chief Secretary apprising him of the ground situation and assured the union of talking to CM for further help.
Meanwhile hundreds of college students from Anini who are now on vacation are stranded in Roing.
“Every day I come to helipad expecting my turn to fly to Anini. But either flight is cancelled or am not lucky enough to pass through the rush”, says Molo, who now stays in a hotel in Roing.
One month has passed since he arrived from college in Tezu. He is eager to meet his parents at Anini.
“I am trying my luck for a month”, he says. But hope turns gloomier as passenger list grow day by day. The count has now reached more than 400.
The situation has added more to Molo’s misery. He doesn’t have enough money to stay for more number of days in hotel.
Like him, many stranded students now survive on whatever money they are left with.
They stay in their relative’s house and some in hotels and rented house in Roing.
The solution however seems nowhere near. AIMSU secretary informs that even BRO workers
stranded in Hunli-
And that has made the situation worse. The BRO isn’t swinging into action to clear the roads of blockades making the entire stretch of road from Hunli to Etalin (89 km) unattended. The only hope lies in weather to improve for relief work to get moving.
“People are fighting with hunger, falling prey to dysentery and forced to eat roots, but our legislative member is sleeping in Itanagar”, Mihu retorts.
DoNER takes forward Border Trade, Tourism with South East Asia
ITANAGAR, May 28: The Ambassadors of Thailand and Myanmar Krit Kraichitti and U Kyi Thein met Minister of Mines & DoNER B K Handique in New Delhi on May 26.
In the ensuing discussions, they discussed about Border Trade, tourism and connectivity. It was decided that the Ambassadors of the ASEAN Countries will visit the North Eastern Region to explore the possibility of tourism and trade. The visit will be coordinated by the Ministry of DoNER. The visit will be organized in two phases. In the first phase the Ambassadors will visit the states of Mizoram, Manipur and Tripura. In the second phase, they will visit Sikkim, Nagaland and Arunachal Pradesh.
The Ambassador of Myanmar apprised Handique regarding the progress of the road linking Zokhta in Mizoram and Setpytpin in Myanmar. The Ambassador mentioned that the request by the Government of India for expediting the development of the road is being acted upon by the Myanmar Government. This road forms the road route under the Kaladan Multi Modal Transit Transport Project which envisages connectivity between Indian Ports on the Eastern seaboard, Sittwe Port in Myanmar and then through riverine transport and then by road to Mizoram thereby providing an alternate route for transport of goods to North East India. The discussion also touched on the recent notification by Directorate General of Foreign Trade (DGFT) on allowing more commodities for border trade along Indo Myanmar Border. Earlier there was a list of 21 commodities allowed for trading with Myanmar. On May 12, the Central Government has allowed 18 more items like bicycle parts, life saving drugs, fertilizers, spices, agarbatti, sugar, salt, stainless steel utensils.
AdiSU stages dharna against dam, vows to continue fight
ITANAGAR, May 28: Adi Students’ Union (AdiSU) has staged a peaceful dharna in protest against the proposed 2700MW Lower Siang Hydro Electric Project at Pangin today.
However, the peaceful atmosphere was tense with the visit of the ministers, MLAs and Opposition leaders along with Govt officers to the site, who are lobbying in favour of dam, the AdiSU informed in a release today.
Criticizing the ‘biasness from their representatives’ AdiSU speaker Tapir Taga said the union shall never compromise with injustice done even to a single household. The chief minister should be aware of the fact that 100 per cent local people are against construction of the Dam, said AdiSu president Tapu Mibang, while adding that the people first government should not turn into people next government. Nothing can stop us from our fight for survival, said AdiSu convenor Obuk Gao.
Former AAPSU leader Ojing Tasing said that fight for own right shall not go in vain.

Government land up for grabs at Sagalee
ITANAGAR, May 28: All Papum Pare District Students Union (APPDSU) has expressed serious concern over land grabbing by government officials at Sagalee town. APPDSU team which visited the site where government land has been encroached was shocked to discover that same officers who are supposed to protect it are the encroachers. Alarm with the act of government officers, union pursued the matter with additional deputy commissioner of Sagalee. On enquiry it was informed that 83 people are on their way to obtain land allotment certificate mostly comprising government lands. All area around government quarters and offices are being encroached by the land grabbers, most of them being government officers. APPDSU also claim that authorities are violating government notification in allotting government land to these land grabbers. Further they had warned all encroachers to vacate land immediately and also directed authorities to cancel the allotment.

Medical camp to contain diarrhoea
ROING, May 28: In its efforts to contain the spreading diarrhoea/dysentery at Dambuk and nearby villages, a medical camp was organized at Musup, in Poblung C village at Dambuk yesterday in order to facilitate treatment of children and age old people weakened by diarrhoea/dysentery who are unable to come to the health centre for treatment.
Dr Amit Perme informed that altogether 59 patients suffering from the disease have reported in the camp including 25 children below 10 years and 34 people above 10 years of age. And further 6 serious cases were admitted in the hospital today. The camp was organized by the medical team headed by Dr Perme, MO in coordination with PRI members and public headed by ASM Poblung C Baling Perme.
Baling Perme, ASM Poblung C said that the disease is still looming large in the village as there are many who are still bed ridden. He further demanded for posting of two regular nurses in the Dambuk CHC as there are only two nurses.
Meanwhile, with the timely act of the govt, a seriously injured 9 years old boy, who was accidentally injured with a fire arm (Air Gun) was evacuated from the Dambuk CHC to Dibrugarh by a special helicopter service today.
NFA calls for full time Director for NERIST
ITANAGAR, May 28: NERIST Faculty Association in a letter to the Secretary Higher Education, Ministry of Human Resources Development (MHRD) called for appointment of a full time Director for the Institute. In the letter, it said that the present Director Dr Joram Begi may be replaced as he is not eligible to hold the post of the Directorship of a central deemed university.
It further informed that to review the functioning of NERIST, the UGC had constituted an expert committee who in its report has said that for the successful functioning of the institute, a full time Director should be appointed. It said that MHRD is yet to act on the report.

Itanagar, May 28: Coming out in support of the Bos Frontalis Festival 2010, the Royal Enfield riders of the Arunachal Bullet Club along with 10 member riders from Shillong, few riders from Tezpur, 17 riders from North Lakhimpur area, few riders from Dibrugarh, Silapathar have decided to conduct a ride from Banderdewa to Chimpu, finishing at the Akash Deep Complex, Itanagar, according to an information by the Working President, Arunachal Bullet Club, Nabum Jose.
In a meeting here today, the club decided to extend their support to the cause of mithun conservation and promotion of cultural heritage that the festival was trying to achieve. The members felt that it was important to understand and accept the mithun as a symbol of our fast eroding cultural identity and felt only a revival can save it from disappearing.
It was also decided to reach out to the young people through the ride and to involve more and more people in the movement and the motorcycle ride was a innovative way to do that. Joining them in the ride will be volunteers of the Game Zone United, a club of youngsters who have been participating and contributing in various musical and cultural events.

Well, it’s been 46 years since they moved into state on temporary basis but situation is now quite different. Their populations have exploded to dangerous level and they have reduced indigenous people to minority. There is growing anger among tribes like Singpho and Mishmi who are worst affected due to influx of Chakma to their areas. “Chakmas were originally to be settled in Gujarat but local resident there opposed the move. Then Assam was the next option but there also people were dead against them. Finally government of India dumped them on our soil,” said a Singpho youth.
The most hurting aspect for Singpho and Mishmi communities is to witness their own land being taken away by same outsiders whom they had given shelter out of compassion.
“Our grandparents had given them shelter pitying their condition but now instead of being thankful they are taking away our land from us,” says Wangpha Tinki, president of All Tai Khampti & Singpho Students Union. He further added, “This problem of Chakmas grabbing our land is spreading like a wildfire. Now they are confined to Lohit and Changlang district but as their population increases they may dare to move to other districts also.”
As these Chakma’s do not need Inner Line Permit to enter Arunachal, everyday they are migrating in from Bangladesh, Tripura, Mizoram and Assam. Lackadaisical attitude of central and state government towards Chakma issue all these years have embolden them. “Our state government has been in sleeping mode regarding Chakma issue. I guess none of the present MLA’s and minister’s land has been encroached by Chakma, so they are not worried for ordinary people like us, “told one angry resident of Kathan village.
During a visit to Chakma areas, this reporter managed to speak with few of them. Though mostly they evaded media, few came out to share their feelings. “These entire violent acts are being committed by new group arriving from Tripura and Bangladesh. People like us who are staying here since 1978 have nothing to do with them,” shared one Chakma elder on the condition of anonymity. He accepted the fact that Chakma’s have encroached forest area massively. “Our leaders staying at Delhi, Shillong and in abroad have assured us that one day we all will get Arunachalee citizenship. They encourage us to capture as much land as possible,” he ended.
What is more surprising is the fact that despite being provided with schools and medical facilities and other civic amenities, the Chakmas have no regard whatsoever for the law of the land.
State government need to understand the evil design of Chakma leaders and counter them at various forums. Though it is too late but still Arunachal government should find out way to safeguard rights of their citizen. One thing is sure that government of India will never care about the issue as Chakma problem has been created by them. Wake up our dear politicians; it is time to show real leadership qualities!
ATDSU calls for cancellation of ST certificates

Basar gets Farmer Field School
ITANAGAR, May 28: Farmers Field School has been inaugurated at New Bam village by Extra Assistant Commissioner Basar Ibom Tao. Around 50 Farmers from nearby village flocked in during the opening of the farmer’s field school.

Basar in his inaugural address, urged upon farmers to be dedicated in their endeavour to produce surplus production. Appreciating the initiatives of the Department of Agriculture for opening the farmers field school, he also requested officer concerned to render service at best so that other people can take example of it.

Sponsored by Tribal Development Agency, the tournament also aimed to develop a complete football team and get it affiliated to the state football association to participate in state level tournaments, former MLA and ACLS president Basu Perme said. He also expressed his willingness to organize the tournament at district level in future.
Meka Block ZPM Mibom Pertin, another sponsor, was satisfied with overall performance of the participating teams. He hoped that this tournament will serve as good platform to expose hidden talents.
Appointment illegal, say AAPSTEWA
Roing, May 28: All Arunachal Pradesh State Transport Employees’ Welfare Association (AAPSTEWA), in a letter to General Manager, APSTS demanded for immediate cancellation of the appointment of one Lorance Jebisaw Riba at State Transport Services, Bomdila.
Alleging her appointment illegal, the association said that since there were many senior and deserving candidates for the post within the department, her appointment and regularization of service after she was being deputed to STS Bomdila from West Kameng DC’s establishment 10 months ago, is totally against the interest and welfare of those deserving candidates.
While opposing any appointment within STS department on deputation basis, the association criticized the Departmental Promotion Committee (DPC) for failing to come out with a final resolution on the DPC meeting held in August last year.
AAPSTEWA also demanded the STS GM to either post a station superintendent at Seppa station or promote an assistant station superintended for the vacant post for smooth functioning, the letter added.

I would like the people, concerned authorities and genuine people to know, understand and to take corrective measure to end the suffering of the people of the District.
Neither the electorate, have learnt from their past mistakes, not the elected representative
have improved their working styles even after 20 years of adult franchise in the
state. To be in politics is a lifelong mission to serve the people either in power
or out of power, not a just five year’s business. Dibang Valley District, the largest
district of the state, even larger the state of Sikkim, is passing through darkest
period, never occurred in decades. Almost 70 percent of the bridges between Roing
and Anini have been damaged including the roads. We are not only cut-
The sight of Anini helipad is like a Mini Mela or a refugee camp, on many occasions the flying guard of IAF ration sortie has to resort to Lathi Charge the passengers running in multitudes to occupy seat in sortie. All the HOD, Officers and businessman have left the district with families. Only Officers of District Administration and few Medical Officers are present in the station at this juncture of hunger, pain and agony. Interestingly there are not even a single Officers and Engineers in any of the work departments whose services are most required in such a situation despite repeated warnings and notices of the Deputy Commissioner.
But there is always a silver lining in the sky, though the people found themselves orphaned without its representatives did not lose their heart. Senior citizens with active participation of the District Administration constructed a foot suspension bridge of over 70 meters above the Dree (Dibang) river. Encouraged by such success some senior citizen arranged emergency medicine for the district Hospital from private firm from Roing Pulu Pharmacy.
But the most exciting and encouraging event that boost the morale of district administration and the public the love and gesture from by the State First Lady Madam Anupama Singh the President of Muskan Welfare Society Itanagar, who not only sent medicines but expressed her best wishes to the people in its worst crisis through a big banner.
But we fail to understand and it is also surprising that even after more than a month of natural calamities the lone representative of the district has not come to the district to share the joys and sorrows with his own people whom he represents instead of sitting at Itanagar. Even the head of Government, who is also holding the Protocol of Disaster Management did not feel it necessary even to have an aerial glance of the damage, instead of requisitioning the Pawan Hans service on the schedule date to Roing – Anini.
Since, many years we are silently bearing the pain because our grievances are not entertained though we approached through a means of democratic process, but our sufferings has never ended. Also Anini being the remotest district, our complaints and suggestions never reaches the capital.

These selfish politicians are selling our land without our knowledge and consent. We want development but not at the cost of our own people's suffering and pain. It is better to live with candles and kerosene lamps rather than see our own people homeless and helpless.
Why is the Adi Student Union warning the govt. It’s not the right time. Helpless and poor villagers have been beaten and tortured.
Even the women have not been spared. It is the time to take action and show the govt. and hydro companies that what they have done is wrong.
And who gave these forces the order to lathi charge and open fire.

Use of force is not a solution
Dear Editor,
The blind act meted out by unconscious CRPF Jawan against women and children at Pongging Village has again revealed the cowardice and unlawful act by the administration. As said, democracy is the government of the people, by the people & for the people, but in our state democratic philosophy has been altered into authoritarian regime by suppressing the people's opinion. There should not be development by virtue of force; rather it should be based on compromise opinion between government and the affected people. The Pongging incident of 26thMay 2010, has extremely shocked us. Why administration and CRPF Jawan had carried out force illegally against legal democratic protestors. We asked that should the people have no rights to claim for their rights. Are they not human beings? Are the local people not original inhabitants of same place? Have they no opinion? The development can be called perfect, when there is plenty of voice supported by the local people.
The construction of huge dam is very dangerous in our State as it is located in Seismic Zone V which is most vulnerable. Past facts has proved that most of high intensity earthquake occurred due to accumulated water pressure above weak interior earth layers causing heavy loss of life and property in the form of flash floods. Here, matter is not for today, it is about existence of next generation to come. Why government or administrations do not go for the medium and small projects with sustainable development instead of proposing big ones. Instead of giving any alternative, why the Government has adopted the forceful means. It has shocked all the Arunachalees.
Again, on the other side, the local representatives (MLA or MP) have no open voice against the ongoing turmoil. They should have been at least active with their voice, if not by action for the cause of the affected people. Did they forget that the affected people have elected them? These representatives called ‘Transmitter of Public opinion to government’ must take out some alternative in support of the local people in such a deadlock.
We appeal Adi Bane Kebang(ABK) members to have voice about the Lower Siang Project for the sake of affected people and the community as a whole. Government should not forget that where there is peace, there is perfect development.
We hope for an amicable compromise and expect that force will not be used against women, children, parents and environment in days to come.

Report on Pongging firing was distorted
Dear Editor,
The news item that appeared in your issue of 26th May 2010 captioned “Four injured
at Pongging as CRPF open fire at protestors” is totally distorted from actual facts
of the incident. Contrary to what appeared in your daily, the incident took place
within the administrative jurisdiction of East Siang district and not at Pongging
village as you would have the readers believe. To set the record straight I must
inform you that the strike passed off quite peacefully except for a minor scuffle
at the early part of the day. The protestors were on the way to the Jaypee Camp site
located near Bodak Village with the intention to destroy the camp. Earlier during
the 28th April strike the same mob had set fire to the camp, damaged properties and
vehicles. The Police and the District Administration were trying to stop them from
advancing there in order to prevent repetition of any untoward incident. Then the
mob turned violent and to disperse and restrain them the police had to use mild caning
and tear gas as a last resort. However it is to be re-
Prohibitory orders under section 144 CrPC was promulgated in the area and this was informed to the protestors. They were even given enough time to disperse off. But they refused to abide by the order passed by the DM and continued breach of law and order in the area which necessitated use of minimal force to restrain them.
An esteemed and popular paper like Arunachal Times is a mouthpiece of the whole state .Distorted and one sided news coverage is least expected from the fourth Estate. Unless balanced and impartial input is provided to the public by the media , it may cause adverse impact on the civil society.

Why are we turning our state into a water tank?
Dear Editor,
I still don't get the idea of turning such a beautiful landscape with such diverse flora and fauna to a water tank.
May I question the concern MLA responsible to Pongging village? Isn't this the time to let witness your leadership to the people who have made you one. Shouldn’t you be looking out for what the villagers are seeking and thereby protect what concerns them? Their rights to their native land, the land of their forefathers. It is a shame to every Arunachalee to witness their sisters and mothers being subjected to atrocities done to them by the very authorities who were to protect us.
And may I inform the concern authorities that they are there for the people, it’s
because we exist that you exist. You are by us and for us and not vice-
So much for a hydro project, how much have it done good to us in general, to our state as a whole? NEPCO, NHPC, Employment; I doubt, for these firms are still unable to confront the few engineer graduate that we have, leave alone the rest. And villagers concerning nearby these projects, they haven't benefited much except for those few corrupted individuals who initiated the idea of destroying the property of forefathers. I don't deny the few social projects brought by these firms to compensate their ill effects; i.e roads, schools and a bit of employment(mostly of a very low profile) rather to lure the masses to their support and less to provide development. The very purpose of providing electricity to these affected areas is just a dream.
Or is it more so because of the few revenues that the government collects and disperses in the ministry for the benefit of no one but few corrupted individuals. What use have been these revenues to the state. Has these revenues ever been accounted for any good a purpose to the state? I doubt its purpose. The fact is, the state still runs at the mercy of the center.
Our people not being of a Chipko Movement type would resort to arms in near future
if the atrocities keeps this pace. Who is to be blamed? Our leaders, Administrators
or we ourselves; for keeping mum to the injustice around us, remember you are next.
The day won't be long for another Kashmir to emerge, with young people without lands
to till and being treated like aliens in their own land of fore-
I see my children begging to these big firms for grain, I see them begging by the road side, I see their eyes without hopes. Do you?

Check ILPs at Siang districts
Dear Editor,
I want to draw the attention of concern department that three Siang district are in danger because many outsider are coming without Inner line Permit since it is the time of cultivation. I have seen many cross Ruksin Check Gate but they are not forced to show their ILP. There should be checking at Ranaghat and Likhabali as well.
If the situation remains unchecked ours will be no more the land of the tribals.

DASU demands action while Police refutes allegations

ROING, May 28: Dibang Adi Students’ Union (DASU) has demanded action against erring police personnel who allegedly manhandled the bike riders at Shantipur check gate on May 26 last.
In a complaint letter to Lower Dibang Valley district SP, DASU alleged that instead of providing medical aids to the riders who received minor injuries in road mishap, the police manhandled and put them in lockup.
When contacted K S Singhera OC Shantipur Check Gate said the pillion riders drove so roughly after crossing the gate that they fell down immediately and police personnel at the gate rushed and picked them up. “They were booked under MVA 3/181 1989 and charged Rs 150 challan for violation of MV Act and told them to produce adequate document which was well responded and were released later”, the OC said.
The question of involvement of union does not arise as their parent readily accepted the violation committed and appreciated the police legal action, the OC revealed further.
TCDC to coordinate in development activities
ITANAGAR, May 28: Taraso circle in Papum Pare district could have been the hub of development activities for its large potentials in agriculture, horticulrure, fishery sectors. But the circle is in wrong picture due to boundary skirmishes and lack of proper policy and planning to develop infrastructure and tap the resources, said chairman of the newly formed Taraso Circle Development Committee (TCDC) John Panye in a release today.
The TCDC was formed in a public meeting attended by Panchayat leaders, Congress leaders and general public at Nirjuli on May 23 last in order to coordinate and cooperate with different departments in formulating planning and policy and implementing the schemes and projects in the Taraso circle, the release further said.
Film Federation of Monyul formed
Tawang, May 28: Eminent film Actors, Directors, Producers and other Artists of Mon region assembled at Tawang to come to an understanding to setup a Film and Entertainment Board for Mon region called “Film Federation of Monyul” (FFM).
This federation aims to regulate movies created based on Monpa Community and the ones produced in the region.
The federation’s primary focus is to preserve the Monpa culture, its identity and the Monpa dialect using mass communication like film, music and entertainment programs in a world where younger generations are developing affinity towards Westernization.

‘Release labourers’ salary’
ITANAGAR: All Arunachal Pradesh Government Department Labour’s Union (AAPGDLU) has appealed the Govt to release the salary of labours for last two months.
In these days of skyrocketing prices of essential commodities, the labourers are getting a meager amount as salary and it is anybody’s guess what would be the life of a labour, if he does not get such meager amount on time, said the union in a release. It appeals the Govt to release the salary in every first week of the month.

Kamin writes to CM
ITANAGAR: Former MLA Nikh Kamin has written to the Chief Minister allaging social, moral and political atrocities being faced by the people of Yachuli area and working PWD Division, Yazali. Terming it intolerable and against democratic set up, he called on the chief minister to intervene in the matter and direct the concerned authority to take legal action against those involved. He further said that working of the PWD has been affected as people with vested interest have captured the department.
